Hey everyone I just saw this under the mulch layer on the surface of the pots. Is it bad or just good mycelium?

hard to tell if its good or bad. probably fine though. It does look like a fungus be it mold or mycelium, both will eat and use up decaying organic matter. If it smells like a mushroom likley mycelium of some sort but don't go sniffing it if it is mold no one needs a whiff of spores.

Fungi feed off decaying organic material. Shouldn't damage the plant directly (mycorhizzha does damage roots, so there are exceptions). depending on the fertilizer you use, it might be leaching some off if it has ingredients that are decaying organic material. Very likely came with the medium from the store and the context of potted soil is conducive to growth. if it happens too often, try different store or soil.
