based on leaf to bud ratio, it's probably slow due to weak light per day.
as far as a new wave of growth, you just have to make an assessment based on the facts. Is it worth waiting for relative to older growth? Do you have any sort of time constraint?
Either let that stuff fully ripen or continue to scope the original growth and allow that to dictate when you harvest. There's no wrong answer here necessarily.
The plant is looking a bit light, so i'd probably wait for it to at least ripen up even if i am more focused on trichomes of the older growth.... I'd hope it doesn't amber up too much while the new growth fattens up. If it's a small portion of the total, i'd just ignore it... can always trim off trash with the sugar leaves.
