It looks like your plant is stretching a lot and the buds are developing quite airy. At week 9 of flower she should normally have denser colas, so the main reasons are usually low light intensity, too much nitrogen during bloom or stress from the environment. The pistils still look pretty white, so she isn’t ready yet – keep an eye on the trichomes with a loupe to know when she’s finished. Right now the best you can do is let her run her course and finish, even if the yield won’t be huge. For future runs it will help to train the plant earlier and keep the canopy even under stronger light so the buds can stack much better.
