When the old pot is full of roots than you should transplant first to give them space, if the pot is not full of roots and there is still spce for roots than make the cut , wait until the pot is full. (I believe that transplanting is more stress than cutting, so dont do both in the same days) Bonus tip : when you transplant : fill the new pot to half full add some mycorrizae and then fill it up and transplant. Then the new roots will explode in growth after the transplant and the new pot is after a days fully colonized - depending on size og new pot - have seen a few cm per day).

You certainly can, all depends how well.your plant handles stress. Stress comes in many forms, your environment is constantly applying stressors to your plant, so long as her threshold for stress tolerance is not exceeded she will be ok. If the transplant is clean with minimal disruptions go ahead, if its a nasty transplant and she spends a week recovering then wait
