Neem oil b4 transplant?

Gnats were in soil and I got some neem oil. But should I treat this soil and rid it of pest b4 transplanting? I think so. Waiting for dry back then treatment. Correct? Smallest plant is stunted got cinnamon on leaves trying to treat gnats initially. Doing better now 😆

Treat sub with BTi treating foliar anything isn't going to do a damn thing for gnats, a few is no big deal.
