Is size an issue? Does it make things more convenient for you by pruning it? Because it's not super healthy, i'd leave it as is. If it's lacking healthy leaves, you are better off with all it has, not less. if it were more robust, you could probably prune for convenience without concern.
Just stop giving it a long dark cycle and it will revege.
You do not need buds to revege. It might take longer, but new growth tips will sprout from plant. New axillary buds (what nascent side branching is called) will form.. new terminal buds will form.
I've seen a new growth tip form out of a chopped autoflower outside, lol... just the stump reamined. I'm sure you've seen new growth tips form where you have lollipopped before, right? same thing. Definitely possible and will happen with time.
