Waaaaay over fed.........nutrient toxicity.
One reduced feed won't change anything, you need to dial it back going forward.
Remember, what is showing in the leaves now, is a direct reflection on what was happening in the root zone 2-3 weeks ago.
1 litre of water for a plant this size is nowhere near adequate, combined with the increased lighting............I would think more like 4-5 litres as a starting point.
As 0011 said, water the entire pot until saturation and getting run off, then do not water again until the top inch or so has dried out again, then repeat.
Giving a set amout on a fixed schedule is not how to water.
Also, how often are you fertilizing?
Never fertilize every irrigation with soil grows.
I have found with soil grows, a schedule of plain water/plain water/fertilizer works well, so that in soil you are only giving nutrients every 7-10 days.
If this was my plant, I would give just plain water for the next ten days and when resuming feeding, go to only half of what you were giving previously.
Also remember, it is very easy to fix a slightly under fed plant, but very, very difficult to rescue a burned and damaged over fed plant.
