A lot of people misuse supplemental lighting. The vast majority, by far, of photosynthesis that takes place occurs in the top layers of leaves. Any light focused anywhere but the top layers of the leaves is wasting a large portion of the electricity expended to do so.
Getting light to shielded leaves would be a positive thing without a doubt, as long as you can effectively apply the light to those shielded areas. Each leaf can handle 35-40 dli/day... Maybe in the more congested parts of plant with lower rates of transpiration they can't make use of as much light per day as the leaves at the top of the canopy? Same rules apply... but the variables are different, so there will be a difference in how much you can give to any "1" leaf.
is it cost effective? No idea.
This particular unit you mention is UV and IR. UV is outside of PAR... think some parts of it are withing ePAR range. Most UV wavelengths won't help with photosynthesis. LAst i heard, a lot of the promise of IR has failed to hold up to scrutiny, but that's up to you to research.
UV doesn't do shit for photosynthesis. Maybe, some portion of that wavelength range is part of ePAR? So, minimall at best. The idea behind UV is that it damages the plant and the response from the plant is somehow a net-positive. I don't say that with incredulity. I say it with honest, healthy skepticism. Again, it is not properly tested, re-tested and peer reviewd to be confident about such hypotheses.
At the least, they do say to only use it at the end of flowering... if it is beneficial, that's how it'd be used. Plants will build up defenses against it over time. So applying UV from seed or early vege on is a bad idea.
You will not be able to tell a difference with your eye unless you can accurately and consistently measure aerial density of trichomes, BWahaha... good luck with that. Most people will just lie to themselves when they invest money or time into something... So, it's really difficult to trust anecdotal stuff when the human senses are not resolved enough to have an accurate perception. Plus, all the diversity plant to plant; grow to grow... they will associate any and all positive things seen to the thing they focus on and ignore any other variability that could also be cause for what is seen. Cannot trust anecdote when people are powerfully motivated to feel special about themselves.
