Sometimes the shell impedes normal growth and sends the tap root up before it can go down. Also, if watering superficially, you helped train it in that direction. Roots turn toward greater moisture. Burying it is probably the best thing to do.. it will turn downward.. make sure to water properly.. though this looks like a tiny plant in a way-too-large pot. Jus tmake sure the moisture goes all the way down. you want to surface drying before the inner portions of medium. Use appropriate sized pots in future, even with autoflowers. I've potted up 400+ times and yet to see one slow or stop growth from it. You'd have to molest the rootball like michael jackson behind his rape door with the kiddie liquor bar.
