If it has any hair pertruding from a sac its a females hairy bush. Male appendages are bald with no hairs, very quickly they shift from round to american football shaped, very easy to notice the distinctive shape as opposed to round female bud. Too hard to tell definitively due to quality of picture, try post a clearer pic if you can to be sure.
