Honestly looks messed up, what we should see is the apex meristem. It looks almost like a pack of cancer cells. Plant cells can lose control over their growth cycle, resulting in a disorganized mass of cells known as a tumor or gall. Not that bad as it doesn't spread, but it's normally from bacteria or fungi, even insects. Plants do not get cancer in the same biological sense as mammals, they are susceptible though to tumorous, disease-driven abnormal growths. If growth doesn't come back I'd be doing a topping.
