Can someone tell me how to get my plant bigger, around 15 cm to 20 cm, so I can put it in the garden in about 7 to 10 days? Light distance is 20 cm and the plants are 13 days old.

It's not about a size of 15 to 20 cm. It's really about the feelings and the technique. But above all, the thickness! Is the size relevant for putting them outside or is it more about the weather and the health of the plants? To the question. Light further away, less intense light, shading... that causes more stretch... whether you want that outdoors or not, you have to know...

They look okay for 2 weeks. Bigger would require a stronger light (you didn’t say what you’re using), but other than that you really can’t force it, especially if they’re genetically a smaller plant. They’ll do just fine outside once the sun starts hitting them properly, don’t worry about it.
