Chance for inert plants?

Have you ever ran into "inert" plants? (trichomes look ok but plant has clover smell and 0 potency) I personally ran into this twice. With a noname sweet skunk - 1 out of 5 was like this and now my friend's barneys black cherry gusher did the same

The plant’s metabolic pathways are genetically locked to produce zero THC, tis called a "hemp phenotype". RNG lottery.

I've had stronger and weaker plants, but nothing i'd categorize as zero potency. Even the plants a friend would grow in his windowsill back in the day got me a little high, lol. They were sad little plants of low quality. take a clone and see if it happens again. Assuming each time it was grown in a healthy way could be more confident about genetics and not any self-inflicted issue.
