Twisted new growth is related to trace elements or ph-swings... ph swings would cause wavy leaves all over, not just the top. Highly unlikely you are lacking trace elements if in soil or using a complete diet for soilless/hydro context. Check labels, if in soilless and make sure one of the products contains your B, Mn et al...
Certainly doens't sound like pH is causing lockout.
Possibly something out of balance. 1200ppm is pretty high conentratoin unless this is soil fertilizer, and even that would be fairly high.
600-700ppm of a well-balanced diet is usually plenty to provide for fastest growth you'll get with ambient co2... maybe able to use a bit more if supplementing co2.
review irrigation habits --
1) fully saturate (10% runoff waste water if soilles, minimum)
2) wait for appropriate dryback and repeat
If not doing this or waiting long enough between irrigations, fix those behaviors.

120-130 N
40-60 P
180-200 K
100+ Ca
75ish Mg
100ish S
Then of course, 'something' should be adding all the trace elements.. these are measured in millimoles.. they barely register as ppm. Anything drastically off from this could be causing a problem... there's more than one way to skin this cat.
A soil context should have plenty trace elements without any supplementation.
