I'm using regular 15cm clip on fans (non-oscillating) for my first time grow as I wanted to just learn the process plus had a strict budget, although if you have the extra money I would say get the oscillating as you would get better air distribution.

How did you end up solving your high temps due to dehumidifier issue? I am currently experiencing the same issue end of week 3 flower.
