So there were a frequent light turn offs and I had to simulate light with phone's flashlight Because this happened a multiple times the plant should've stressed a bit, and I also started scrogging a bit late. It didn't flower but didn't grow without proper light.

Hello everyone, after the night I noticed that there are a lot of new roots trying to grow from stem. I know this is ok, but I wonder can I add some soil on top of the existing to help develop these roots? Won't it cause stem rot? I want to fill the space in my pot

Usually cannabis grown from seeds don't rot from stem like tomato or other veggies, but cannabis clones yes. You can add some soil (1-2 cm every few days) under cotyledons, she will be fine. But it's not necessary :)
