Not all seeds sprout at the same time even if transplanted together. It depends on the age of the seeds and how well it was stored.
From what can be seen from the germination week all seeds had sprouted so by now they should be out of the soil. What is worrying me is that the soil looks very week, meaning that some heavily watered soil might be holding the seeds down.
I had this issue during my first grow and when I dug a little (after just a few hours of the germinated seed not breaking soil) I found that I hadn't placed the seed well and the soil on top of it was too heavy for it to crack through, It's 2 first leaves were yellow since they hadn't broken through yet so I helped it by removing the soil from on top of it and letting it get light. It grew healthily from then, so from my opinion they might still be salvageable but they might be getting crushed under all the extremely heavy wet soil.
