give it a bit more time. I only soak my seeds max 12-18 hrs. I used to do 24 but noticed they kinda got weird if I did it that long. I ten transfer them into the medium. no paper towels. 3% is a bit much as well. 0.5-1% wold be plenty and when you using peroxide from the store it has other things in it that seeds may not like, so best to rinse it off after a bit. or let it soak for 5 min in 3% then drain and into plan tap water.
