Yes that seedling is likely overwatered. Somewhat obvious because of how the cotyledon leaves are clawed downwards, and you can see puffiness in its first ‘real’ leaves. It’s too much medium for such a small plant. Starting in a solo cup or rapid rooter cube will be more reliable and help with overwatering because smaller medium dries out faster.
no, they just look small and thats to be expected for a seedling.
dampening off causes the base of the seeds stem/truck to shrivel up and collapse under its own weight.
I do not see any of that happening here,

Loos like they need more humidity.
Put them under a dome or transparent cup and keep it moist underneaf.
Seedlings don't have many roots an can't take up too much water so they need to stay under higher humidity.
They consume most of their water over the leafs they got.

No nutes yet, just letting them grow doing their thing! Which is a step I may want to correct in the future. I think planting in final container some type of root booster would’ve been beneficial! Lmk your thoughts
Starting on a dose of nutes this week going into veg. Lost a few plants early on due to watering issues. I’ve included a picture of my current set up right now. Introduced some additional side lighting as well as starting lst! Any tips would be appreciated as this is still my first grow and I’m learning from my mistakes!

@OrganicChronic, yeah man I’ve just been experimenting with autos. I ditched the side lighting and bought a quality light so I’m chilling. As my understanding I’m just trying to get as much training done early so I don’t interrupt the flower cycle
