I bought a cheap par meter on Amazon. It was well reviewed and people that had expensive ones say they read the same. Glad I can dial it in. I'm at about 250-300 at about 14" high. Also bought a much nicer light for my current grow. So I made a quick little nursery outside the tent using a cheap clothes rack to hang the new ballast and the older lights. Room stinks of dirt now :( but it'll be worth it! These lights are dinky. I always knew that. At 4" away, I was getting about 700 PAR. The new light was at 2k!
