I dunno what you are using your fan for over the bowl of water , if its for humidity you can go to wal mart , lowes , homedepot any of them sorts of places and get a small humidifier this will do the job far better then what you have going on there .
Secondly to answer you question about the feeding . At that stage of growth I would feed only 1 and half cups of water at a time and slowly expand the range of the water meaning water around the base of the plant for a while to ensure that the roots are getting water and over time expand the circumference of the are watered . To test if your plants need water you could do a variety of things but the most simple and effective way to do it would be to stick your index finger in the soil . if the soil is moist up to your first knuckle on your finger you likely don't need to water . Remember when they are young less is more . I say this because younger plants are fragile and cant fight off root rot very well at young ages. If you stick your finger in and it's dry then you need to water your plants . It's ideal that you have abit of run off every time you water that way you can test the water to ensure the PH of your soil and you can ensure the medium is well watered .
