I would agree that it's an issue beyong your control, I'm unsure if it's genetic or viral. If you let if go through flower it won't produce smokeable flowers. They'll be wispy, harsh, and generally unusable.

There are many types of plant viruses TMV is a very prevalent in the growing industry effecting many different plant species. The biggest issue is the virus can survive for three years on surfaces,pots, tools, work surfaces,drain pans and can be transferred by contact so if it is TMV you risk contaminating future grows.
As of right now there are at least a half dozen growers having the same issue on GD. Hate to say it but it could be a seed contamination or seed handling issue from the breeders.
