Well this could happen for various reasons: incorrect pH (your pH is not acidic enough for soilless medium, you should stick to the 5.5~5.8 range, or your plants won't be able to manage nutrient uptakes anymore), random genetic mutation (bad luck, but you can still achieve decent results), watering problems (your medium looks really dry, but roots need to be in a wet/dry cycle to properly spread, searching for water, never let the medium 100% dry for more than a few hours, or this will impact the rootmass). Last but not least, this could be TVM (Tobacco Mosaic Virus), in this case there's nothing you can do but kill all the affected plants and complain to your breeder / seedbank. Give it the best cares you can and if the problem spreads, then consider killing them and starting over with reliable seeds.
