I’m in Massachusetts and I’ve had no issues ordering from growers choice seeds, and seedsman- not knowing what strains you are interested in, I’d recommend seedsman as they carry almost any breeder you can think of- plus they do a lot of freebies.
On my last order I ordered 6 seeds, and they sent me 9 more for free.

I think most of them are shipping.. the bigger problem might be local postal delivery, but that depends on your local situation. I doubt that the seedbanks themselves are the problem.

I purchased a IGrowcan & discovered that my plant is route bound in the jiffy peat pellet supplied, advise to new growers if you use the pellet remove the bag at time of potting!
