Hi community, She germinated before approx. 3 weeks and is still this small. What can be reasons for that? I am really taking care with nutrients, ph, and watering.

It's a little leggy, but seems okay - more intense light if not already provided after germination/stretch. If you've been fertilizing the whole time, maybe hold back. depends on how much soil - coco mix there is... or is it all coco? Either way, a solid saturation with nutes only needs rehydration roots grow in, plus a seed is good for 2 weeks. you know what you've done on that end.. if light, you are fine, but likely ramping up sooner than later. Give it some times... looks like it's about to explode... once th 3 and 5-blade leaves come in and you get some solid solar panels out it picks up.

Looks stretched, like its reaching for the light. So my guess is inadequate light: move it closer or increase it.
