Yes it's necessary to water the soil and leave it in a warm place for a day or two especially if you're using their all mix (which I see you're not) but still moisten it up, check ph of soil and of runoff. And bring to a room temp before planting with it.

Yes it's best to put enough water through so you can check, make sure your ph is coming out proper if you dont have a soil ph tester. Cheers
