How to use flawless finish

I think to use flawless finish but I don't quite understand how it works in Hydro Should I mix it with water and leave it for only 6 hours and then empty the tank and fill it with water only?Or every time I add water during the flashing week do I have to add 2ml / 1L of flawless?

Got some peyote gorilla seeds that have been in paper towel for 2 days after being submerged in water for a day. I do it the same way every time but it never takes this long and they haven't even cracked a tiny bit yet. Will they? or the might be old? or......?
