Burnt looking seedling

What's going on with my #2 seedling? I thought it could be light burn and raised my light by 4" but the odd coloration on the tips has gotten worse 18hr later. It also doesn't seem to be drinking whats in the coco yet so I'm cautious about feeding.

Could be that you are overwatering. Seedlings thrive with very little water. What is your PH reading?

I should've been more clear. My soil was soaked in a solution of calmag and tap water and then sat for about a day before I had planted. I haven't watered yet but my coco still is pretty moist. I believe the real issue is i overlooked checking the ph of that solution because my tap water ppm is so low. I just checked my tap water with a ph strip, GH testing kit, and my ph meter and they all say my water is at about 8 which is way too high.
