The fish (usually) waste in the water is fertilizer for the plants which filter the water for the fish. So, yes it can work. The big issue I see is do you know what is in the water. In the end I don't think it will hurt but you'd be using water with unknown nutrient content. And, I certainly would not get the water on any part of the plant used for human consumption. After all, who wants to eat or smoke turtle poo.
