Digging the smaller one out carefully, replanting it and watering it in well, ASAP, before the roots get any bigger and become entangled with each other.
I would also suggest filling your pots right up!!!
This will provide much more room for root growth which equals much more plant growth.
It will also mean there is less chance of any nutrient salts building up to toxic levels.
It also means that your plant will receive more light down lower, due to not being shaded behind the pots' "walls", especially from reflected light off the walls of the tent, therefore increasing growth, notably on the lowest branches.
