strange problem, leaf withering and lack of growth, earth and hydro

the first attempts were in the ground, I used soil biobizz, plagron, canna Profesional and from the local store, the problem persisted, so I bought coconut and ghe flora fertilizers, nothing grew, to eliminate random things I decided to buy things for hydroponics to have 100% control over every aspect of growing, I bought new canna aqua corners, water pots, pH and EC meters, water regulators and calibration fluids, full equipment, although the hemp still does not grow, I used different waters, several types in mineral waters, stand out of the tap finally bought a reverse osmosis filter, replaced the lamp, first it was CFL 250w dual, then Mars hydro ts600 and now I have Mars hydro ts1000 model, changed everything, seeds, varieties, stores, problem still exists. They told me that I was overflowing in the ground ... so I sprayed it, nothing helped, the plants stop growing between a week and two weeks, the drying of the lower leaves begins ... this problem is strange, can someone help me?
