Leaves look strange

The leaves on Lemon Punch C & Sweet Gelato have a very strange formation. They seem to have no real order and are pretty tiny. Is this due to the high winds or what can it be?

Regretted ovewatering guy. Still bot enough?Hi peeps, a regretted ovewaterer here. Is It normal to wait 10 days in between waterings? The center is crowded and there's not much light penetration or air flow there, though I do have fans going. I'm tempted to defoliate some older leaves crowding the center.
