Break it up with a fork and remove it, then add some more soil to replace the soil you removed.
If you are getting mould, which isn't good, it means you are watering too often and the soil is staying too wet for too long.
Try to only water once the top 2-3cm have dried out from the previous watering, this will prevent the mould from returning.
Mycelium is what mushrooms and toadstools grow from and is not beneficial for your cannabis plant.
Mycorrhizae are soil fungus that are almost invisible, but these are highly beneficial for your plant, all plants in fact, and I think another commentator has these two types of fungus/mould mixed up.
