Go to 100% and if you have a separate bloom switch, turn that on too, I find this works best.
150 watts is not a huge amount and at 24 inches she should cope with it no problems, after all, your plant is "designed" to grow in full sun and the soil you are using should have enough nutrients for the first 4 weeks or more, without the need for additional fertilizers.
Quite often the first few sets of leaves can be a bit funny for no reason at all, as the plants first priority is to get a decent root system established. Once she gets to the third or fourth set of leaves, they usually take off as if turbo charged and without showing any weirdness in the leaves.
Remember too, no plant will ever have 100% perfect leaves, 100% of the time.
