Start with organic liquids such as Neem Oil mixed with water and spray it.. There are also other solutions such as Soap-and-Water Mixture where u can use few drops of liquid soap and spray it on the soil... Lastly in my opinion if u are still not sure on what you are dealing with, take a small sample and take it to a plant nursery and ask them what can be used. There are also chemicals that u can use in soul but then again those chemicals will remain in the soil till you have washed them away. In all means try organic stuff over chemical or toxic stufff

Yeah without closeups—- I would dump that soil! I use bacterial like mykos and azos. But cannot tell what that is, and would not risk it
