change pots during flowering

Should I reppot my plant during the 2nd week of flowering? The pot is small and the leaves look droopy. I was expecting not having to do it, but the plant is growing really slowly.

I would not advise that. Will take longer to flower as it's healing from re-potted stress.

Is it okay at week 4 to have their cotyledons turning yellow? Sprouting delay. How long do I wait? Are lights on and fans running important while waiting for germinated seeds to sprout? I lightly water the medium.Germinated autos by paper towel method, & put them in soil 2 days ago. The still haven't sprouted out of the soil. How long should I wait?
