I am on my second week. They are growing under a 17 Watt T5s but eventually I want to bring them outside. When would be the best time to do so? And should I be keeping them outside for an hour or two to adjust?

Depends on your climate. I live in Canada, so I usually put my girls outside around the long weekend in May.
You want daytime temps to be around 20'C/70'F, and night temps not too far from that..
I also highly recommend putting them outside for an hour or two at first, so you don't shock them, for sure.
I wouldn't put them outside at that size, quite yet. Be patient, I know how exciting it is. They look great so far.

Nitrogen Toxicity?Not sure if this is nitrogen toxicity or normal leaf color. Crinkling was caused by too much light and the fan. Got better in 24h after adjusting grow light and fan. Plants are starting week 2 of veg, Hulkberry Auto. Medium is light mix soil.
