I added a teaspoon of NPK in a 1 liter of water and it gave me that number in a TDS 166x10 machine Is it suitable for watering for plant growth

Seedsman Auto Lemon doesn't bloomShe is 31 days old and she doesn't seem to bloom. The second plant is 2 days younger but already blooms a week. Seems like something is wrong. Not sure of the gender. When to start my flowering cycle?I am wondering when to start the 12/12 flowering period? Almost 6 weeks in now, I was thinking no longer than 8 weeks of vegetation.
