Yes, it is.
Try to figure out what could be the reason. Usually this is frequent and severe stress, for example, frequent profuse defoliation, changes in temperature or light schedule (less often)). My condolences.

First part of the video definitely looks like it. Pluck it off and open it up outside.. there will be banana shape pods within it and often times pollen within those pods

2 day update after changing light. Is progress okay?Hello, on Monday i changed my light from some scam of a light that said 50w, to a mars hydro ts600. This is the 2 progress since then. Ignore the loss of a quarter of one of the cotyledons :))
