Yes, this is usually feminized seeds are produced by breeders. That doesn't mean you can't get hermies out of it though. When a plant goes herm it's a survival tactic - really any strain you grow is gonna be capable of producing male flowers and viable pollen if they get stressed out enough, or even "just cause". You could give a plant perfect conditions and it could still herm out if its specific genetics are more pre-disposed to it.
