Neem oil hasn't been terribly effective for me and if you're in flower, you don't want to be spraying OIL on your buds!... what IS effective - against thrips, spider mites, aphids, whiteflies - is Dr. Zymes Eliminator (wish I owned stock in that company!)... it's organic, NOT oil based, can be used up until harvest... Grab some and quickly because the problem is bound to get MUCH worse.... Good luck!

High bro, This is done by thrips. You can use neem oil to spray the leaves (top and bottom) to kill those f*ckers!

If those are older leaves, my guess is magnesium deficiency. It usually gives old leaves light green or greenish-yellow dots on them. That's really all I can think of, based on the two photos you shared. I hope this helped.
