Yes too much water. You want the leaves to stand up proudly and not hanging like a claw. Just let the top soil dry out between waterings. You can lift up the pot once a day to get an indication howmuch water is still left inside the pot.
The colour looks good so you give the right amount of nutes.
You might also consider to defoliate the plant before going into flowering. By doing this you make sure that every budside gets enough (and equal amount) light.

Specks don't appear to be bugs .. I can say that the leaves do feel rather dry to the touch also. not ruling out bugs , definitely possible. either the nute water splashed on it causing a burn or there are bugs I'm guessing the 2 most likely reasons for the brown and small holes.

Trying to manipulate the grow area I forgot to turn back on my extract fan. so the RH was 75% for prob. 8 hrs. Saw this marking on the leaves and curious what it is ? not rotting I hope..
