In my opinion, give up, this plant is never going to be any good unfortunately, it seems to be a genetic mutant. Send some clear pictures to the breeder, they might give you some free seeds as compensation if you are polite about it.

not enough info... maybe light is weak? maybe it's a dud autoflower? 12 weeks give or take? some do go longer than that... your canopy is still alive andn functional, so pushing further is possible. do a 20/4 next time with that light or cover smaller area. It's a 100w light. 2x2 is about as big as it can properly cover... anything beynd that will spread out growth and potentially look like these plants (other possibilities too)... <21 dli will grow larf.
