10 or more hours of uninterrupted darkness will cause flower phase to begin. So, it will almost certainly bloom with 14 hours of darkness. the temperatures are bit cold, so the leaves may change colors. 14c may disrupt cell biology in more severe ways. plant may not need as much nutrients in colder weather, but i'd react to the plant in this case.. it won't be far off if it needs an adjustment. VPD and DLI could inform a bit if you want to make an educated guess. 10hours a day will euate to a different DLI depending on region. As long as it's 22DLI or higher, should produce okay buds. (40ish DLI being a soft max). Hopefully you have strong sun in your region. google "daily light integral map" and your country or region> It's often available info without doing the math yourself.

It will grow a lot slower and also start flowering due to the short day length.
