Why is my plant growing extremely slowly?

This is my first Propperty grow and the photo is after almost 4 weeks of growth, I’ve been giving nutes in reasonable doses and the first 2 and a half weeks was mostly cloudy and rainy but since then it’s been sunny, did the cloudy start affect it that much? And what should I do?
Solved
Plant. Too short
Setup. Outdoor
Feeding. Schedule

Most likely the lack of sunshine you mentioned and (I assume) low temperatures. Could also be genetic. Is it an auto strain? Some photoperiods take longer. Most likely not a feeding issue as young plants don't need much - particularly first few wees - and it doesn't look unhealthy.

You said it already it was rainy and cloudy maybe cold too then young seedlings wont be doing much. I believe she got too wet too. Measure the weight of your pot it could be drained and be a mudpole. If so let it dry out more before watering. And why already feeding nutrients if the plant even not started growing?
