You certainly can do that because the tops look ready. Check your tricome if there amber 5% to 10% Cut them down

not too far away... and yes you can do a staggered harvest... cut the tops off, then let the rest ripen a bit more.. perfectly okay to do that. Adjust lights to new canopy height too. Trichomes -- 10-100% amber depending on personal preference, you can see there's a large window here. Pisitils -- coloration shuld be nearly 100%, though some plants may only be 50/50 colored pistils. density -- colas should feel dense -- don't do this until the last thing to verify... squeezing colas isn't a good thing.. so don't do this until it's the last thing you check and only to be certain of the choice. Use all three and you'll more consistently choose a specific point to harvest... with consistency you can try more/less amber and how that impacts the buzz... more amber tends to make you sleepier, but all weed when youcome down should make you tired, as it is a stimulant ( temporarily increases metabolism / heart bpm etc) when yuo come "down" you crash like any other stimulant, but it's not a steep hill like meth or coke, LOL.

Check the trichomes some plants take longer than others even from the same seed packs. Yes you can take the ready buds and leave unripe buds to ripen up. That can take sometimes another 1-2 weeks depending on the strains. I just harvest all at once so i can fill the space for another run. Enjoy your harvest!

Yes, that's definitely a valid technique. The lower nugs will improve somewhat if you move the lights closer once you've harvest the tops and give them a bit longer. Do you have a jewellers loupe or microscope so you can check the trichomes? It's more difficult (but not impossible) to judge the optimum harvest time without one. Trichomes start clear, go cloudy and more bulbous, then go amber. You want zero clear trichomes: cloudy trichomes will give you that "high", whereas amber trichomes will be more "couch lock/stoned". I tend to aim for around 80-90% cloudy and the rest amber. Good luck and enjoy your havest! :)
