Are you top watering through there? If so it's probably just nutes water burning them. Take it away so you have a clear shot at the grow medium.

It could be lack of light to those leaves, or lack of nitrogen. Your plant looks like it has loads of nitrogen already in it. Nitrogen can hinder bud development and plants need little in flowering. Guessing by the fact it looks like you have been feeding strong. I am gonna suggest highly to che k substrate ph. The heavy feed can alter the ph greatly. So check that first.
