Hello there! Unfortunately, she is quite stunted for a week 3 plant, but that can change quickly.
The quickest way to drop your soil pH is to use a pH down concentrate. Can be found online, hydroponic shops or even your local greenery. Using vinegar is a good old remedy, but can be hard to pH balance or concentrate the dose correctly. If you have access to pH down, I highly recommend. Super cheap acidic base👍 WITH instructions, lol.
Also, from the pictures provided, I see she is semi-water logged and this can easily stunt growth. Roots are not developed enough and she is probably suffocating a bit. Nothing to take up that water and the medium will need a decent dry. Early on, I usually use a a 50ml syringe and localize my watering about 1/2-1 inches from the stem. Might have do this more then once a day, but it does mitigate the risk of over-watering. (Side note: sometimes I will till the soil around the plant where I know there aren't any roots. I do this by hand and mix it up. This aerates the soil and it will dry quicker for you)
Lastly, i feel your lamp could be moved a bit lower. If it's hanging at 40" she may not be getting enough light. At this stage of the game, 24-30" is recommended for your LED for optimal growth. The lamp being closer will also help dry out that soil faster👍
That's really it. I do not believe there is anything wrong with her, just a little behind and looking for air. With these small changes I'm confident she will start to move for you....and then you might have trouble stopping her, haha!
