Yes, you are in preflower. The next few weeks your plants will stretch like crazy. You've taken the correct approach to feeding liquid nutrients which is to use less than recommended. Try to feed every other watering but now is the time when you should be starting to up the dosage a bit. You'll know if she has been nutrient deficient and needs nutrients in early flower when her leaves (especially the bottom leaves) turn yellow and start to die off. Don't fret about one plant being smaller than the other as well. Autoflowers tend to be smaller. Haven't run any fastbuds genetics myself so take this with a grain of salt but I've heard that Fastbuds autos tend to be on the smaller side. Doesn't mean it won't be fire though.
