Hello. Yes I run into this from time to time. What makes the leaves green is chlorophyll. The inside buds don't have much chlorophyll. Chlorophyll turns the light into sugar and nutrients that the plant can use. The inside buds that don't get the light don't have much chlorophyll which makes them white. I've never found bud rot on the white buds. Chuck.
Looks like it started flower but reverted back to veg, not sure it looks messy, the excess white I have seen similar from plants exposed to excessive far red. Good luck.
